Ammo also has weight, so store or sell those you don’t use. Carry weight is massively reduced in Survival mode so bring only one or two guns – three at most. Lose those hoarding tendencies, or curb them at least. If you do this at each settlement you’ll eventually be able to set up traders and sell your excess water. There are also plenty of Radstag does around, if you hunt these and cook the meat you will gain grilled Radstag that provides +25 carry weight and restores your hunger. This will provide you with a constant source of purified water to keep you hydrated and prevent lower stat debuffs and keep your immune system up. Scrap everything in Sanctuary and Red Rocket and try to get a water purifier set up ASAP. I didn’t even find Preston and the gang until level fifteen – I helped Danse before that! And found Piper! Endurance is a huge part of Survival and many of its perks are hugely beneficial. You'd be taking more from the lake itself if you didn't have the perk. Soooo if the "lake" is practically an underwater landfill, you're still taking in rads from the other ♥♥♥♥ in there. For example, if you fight a ghoul while swimming and take a few hits, you'll still get the rads from the ghoul. I'm going to assume the perk makes ONLY THE RADS FROM SWIMMING ITSELF go away, not rads from anything else. Doesn't matter if it's a lake, or off the coast. Therefore if it's not a bug, then here's my guess: Water in general, unless in specific areas where it's being treated, gives you rads. And also I found this post after googling it, because the same thing happened to me. Well the thing is, the perk flat out says you're immune to taking rads while swimming.
